Cs informs that the municipal government has agreed to create a regulatory ordinance for the Building Assessment Report (20/12/2018)

Ciudadanos informs that today it has received confirmation that the Government of Cartagena team has accepted the orange training proposal to start the process for the creation of an ordinance that regulates the role of the City Council in the evaluation of buildings over 50 years.

According to the spokesman of Citizens in Cartagena, Manuel Padín, "we have been warning since 2015, that our City Council has a huge regulatory deficit," among other things, Cartagena has never regulated by an ordinance the technical inspection of buildings and their natural evolution to a regulatory ordinance of Building Assessment Report (IEE), especially for those over 50 years old ".

During a meeting held this week with the coordinator of Sustainable Development, Ángeles López, the orange spokesman explained the need for the Government of Cartagena to initiate the procedures to make this regulation and handed over to the coordinator a model of ordinance for the IEE made by the Spanish Federation of Municipalities and Provinces.

A few days ago, Cs received confirmation that the local executive had accepted a proposal that "seeks to develop and clarify the intervention of the City to monitor that the owners meet their obligation to establish periodic inspections, the ITV of buildings," explains the spokesman of Citizens that explains that this ordinance "would improve, among other things, the protocol to require the owners to present the IEE, it would update the sanctions for those who do not submit the report in a timely manner and fail without justification their duty of conservation by the regulations and would promote the computerized and updated annual registration of real estate that exceeds 50 years ".

"The need to be more restrictive could even be valued, something that the law allows", Manuel Padín has suggested, calculating that "only in Cartagena there are about 25,000 homes that should necessarily pass the IEE in 2018".

In the meeting with Sustainable Development, the need to reinforce the area in charge of inspecting housing blocks was also addressed and it is formed only by an architect and a legal specialist, and at least three more professionals, one technician and two assistants are needed.

The Councilman of Public Function, Manuel Mora, advanced to questions of Cs in the last extraordinary plenary session that the Government will undertake this extension of personnel, "but until it becomes effective we will not remain calm, in addition, it is also necessary to reinforce the department that issues responsible statements where there is only one person, both issues will be addressed in the negotiations for the 2019 accounts. "Everything has been tried since then to unblock the planning of Cartagena while the new General Plan is being developed, but it has not been possible", said the orange spokesman who considers that now "the sensible thing is to collaborate in all the steps and to supervise that the process for the new plan is carried out in the foreseen terms, with all the legal guarantees, with the maximum participation, and that among all of us we can say the bases of the Cartagena of the next 15 or 20 years. "
