- "The PSOE is justified talking about parallel meetings with certain entities, but the only truth is that he has ignored for 30 months most of the members of the Commission," says Manuel Padín.
- "The socialists have breached most of the objectives of the plan they presented in May 2016, also their obligation to call a meeting every year, and after this failure they present a new plan without specifying programs, deadlines and investments, this is just a castle in the air and a lack of respect to all the groups involved, "said the orange spokesman.
Citizens has shown today in the Municipal Commission of Drug Addiction its deep discomfort for the paralysis and the abandonment of a space that was not met since it was constituted in May 2016 despite the fact that, by statutory obligation, it should have been convened, at least , on an annual basis.
The orange formation informs that in the text of the first plan it indicates that the Council must meet regularly on an annual basis and that it may meet in an extraordinary way when deemed necessary by the president or a third of its members, "nobody except Citizens or We can have demanded that the commission be reactivated, "says local Cs spokesman Manuel Padín.
"We do not understand nor accept that 30 months after the approval of the first drug addiction plan, the PMAD, the PSOE Government did not believe it necessary to hold a single session to carry out the obligatory evaluation and follow-up of its development before the political parties," recriminated the spokesman of Cs Cartagena.
For Cs, any project or plan that boasts, after the planning and execution phase, has to start the control stage in which all the programs, actions and interventions must be submitted to mechanisms that allow knowing the degree of achievement of the general and specific objectives and, in case of noticing deviations, proceed to the appropriate modifications to continue advancing towards the marked goals.
"We are very tired of good intentions that do not become facts, of empty policies, tired of not finding anything when we scratch a bit the socialist surface," laments Citizen spokesman.
The new plan
On the presentation of the new plan, Cs considers that, like the previous one, it is born with a lack of very specific concretion in its programs, without budget and without detailing the exclusive personnel with which it must count, "air, and only air", Padrin recriminates that he also claims that "we have lost almost three years to collect new demands, proposals and projects from the political groups that represent 87 percent of the electorate of 2015"
The local executive has delivered today a report entitled 'Challenges.
Where we are going ', "with this government in a minority we are clear that nowhere," says Manuel Padín.
All these groups have been ignored for almost three years when they had much to contribute to improve care for all people with problems of abuse or dependence, to improve the coordination of public resources available, or to promote new programs that facilitate social integration at an educational level, employment, coexistence and free time ".
AMAS is included
On the other hand, the spokesman for Citizens in Cartagena, Manuel Padín, has expressed his satisfaction that this time there was the Matrix Association of Social Support (AMAS), "this association asked us at a meeting last summer to include in the Drug Addiction Commission, and that's what we demand of the PSOE. "
Manuel Padín explains that this group directly serves about 20 users and follows up with around 300 people. "
Pioneer project in the Region
AMAS has presented a pioneering project in the Community in which, among other things, it acts on patients who have completed the phase of detoxification, that is, the moment in which habits and attitudes altered by others that favor its integration in the social environment.
The return to the family and social context is full of difficulties, especially for those who have lived in isolation for years, and requires comprehensive advice to fully normalize their lifestyle.
Manuel Padín hopes that the Commission will study the viability of this project in future sessions.
