The City of Cartagena, through the Department of Social Services, has launched the initiative Alquila Seguro, with the aim of encouraging small landlords to take their homes to the market, with the assurance that the consistory will cover an insurance that covers possible defaults, vandalism and legal advice.
The presentation of the project took place this Thursday, November 22, by the Councilor for Social Services, Mercedes Garcia, who explained that the Housing Assistance and Intermediation Service (SAVI) will act as a bridge between small landlords and families with low incomes, which can not cope with the payment of any housing in the market.
The contracts must be more than 12 months long and must be governed by the Urban Leasing Law.
In addition, the cost of the rent can not exceed 45% of the income of the families that are going to rent a house;
and the price set by the lessors must not exceed 450 euros.
The goal of the Department of Social Services with this initiative is to support the small landlord, offering security guarantees when taking their homes to the market;
and, in the long term, to keep market prices stable or decreasing.
The SAVI, in addition to intermediating between landlords and tenants;
and real estate and tenants, will be the selector of the families that will rent these houses and will be in charge of verifying that the houses meet the necessary conditions of habitability.
Other mayors of the municipal corporation, such as Antonio Calderón, María José Soler and Pilar Marcos, also attended the presentation ceremony of the campaign.
ECONOMIC CRISIS AND INCREASE IN MARKET PRICES
This project was born in a context marked by the economic crisis, produced after the bursting of the housing bubble, in which many families were left in a situation on the verge of social exclusion due to the serious risk of losing their roof or housing in decent conditions ;
to which was added the fear of the small landlords to possible defaults.
In this context, the government team has established among its priorities the creation of policies related to the search for solutions in the housing problem from the technical and social point of view, as pointed out by the councilor.
The Local Housing Board, which has been working in groups since 2015, has played an indispensable role in this objective, in order to deepen actions aimed at alleviating this issue.
The Local Housing Board, after analyzing the demands and proposals received, concluded that in Cartagena there is a shortage of rental housing;
that the rise in market prices made it almost impossible for households with lower incomes to access housing;
and that small landlords felt insecure when renting their homes;
what supposed "a vicious circle that fed itself and increased day by day," Garcia explained.
The Department of Social Services has received support from various agencies involved in the Local Housing Board, as the Business Association of Realtors of the Region of Murcia, who have opted for this project as a possible solution to housing problems and your own market.
The City Council will also export this initiative, pioneering and avant-garde, to other surrounding municipalities, with the aim of obtaining the same result, allowing the market to open up and providing solutions to citizens' problems.
