One of the key points of the orange motion was the creation of a specific ordinance for fencing, cleaning and sanctions on urban sites.
According to the spokesman of the training, Manuel Padín, "in some municipalities the fines reach up to 10,000 euros as in Zamora, in the city of Murcia the penalties range from 6,000 to 12,000 euros while in Cartagena it is only 600 euros for the most serious infractions, or as expressed in the current street cleaning ordinance of 1987: 100,000 pesetas ".

200 abandoned lots
