The full City Council of Cartagena, meeting this morning, under the presidency of the mayor, Ana Belén Castejón, has approved an institutional declaration for the implementation of various initiatives aimed at celebrating International Student Day on November 17.
Through this statement it is intended that the Department of Education continue to promote in schools the free and effective participation of students and informing them of their rights and duties.
Likewise, a study will be carried out on the needs, demands and demands of the students of the different educational centers of the municipality and will be sent to the competent body to solve them.
Another aspect will be that of their training so that they can actively participate in the school councils and the Ministry of Education, Youth and Sports will be urged to update the student places in the School Council of the Region of Murcia, which have been 17 years without updating assuming an implausible representation of the educational community.
Finally, the Ministry of Education will also be urged to modify the composition of the school councils so that the sectors of students, teachers and families have the same number of places in these bodies.
SEXUAL TRANSMISSION AND HIV
Through a motion of the PSOE, to which Citizens, MC, Cartagena and CTSSP have adhered, the Plenary Session unanimously approved to urge the Ministry of Health to continue providing services for the prevention, diagnosis and treatment of sexually transmitted diseases. and HIV in the center located in Plaza de San Sebastián.
And to the extent possible, improve the service provided by hiring more specialized personnel.
DECONTAMINATION OF LAND
The plenary also unanimously approved a motion presented in voce by MC Cartagena adhering to the manifesto of the neighbors for the decontamination of the Zincsa, Potasas y Derivados and Peñarroya lands.
Among other issues, this manifesto calls for the immediate fencing of the affected lands and the protection of the old rafts with phosphogypses.
Likewise, the beginning of the decontamination of the land in 2019 is demanded, starting with the heavy metals to follow later with the phosphogypses.
It is requested that the general budgets of the state of 2019 contain multi-year items for these tasks, as well as regional and local ones.
In addition, the owners of the Zincsa and Peñarroya lands are urged to undertake their decontamination immediately.
TOWN PLANNING
Within the matters of the agenda, the plenary session has approved with the abstention of CTSSP the request of assignment to the Demarcation of Roads of section of service road of the right margin of the highway CT-33, of penetration to the port to take to the urbanization works of the UA 7 of Santa Lucía, promoted by the mercantile Nueva Santa Lucía.
Also with the abstention of CTSSP, special plans that affect two buildings on Honda Street and Campos Street have been definitively approved;
as well as the new members of the plenary committees, following the incorporation of the new councilors of the Government, Manuel Mora and Mercedes García, and the consequent restructuring of the areas and municipal delegations.
PLACAS DE RUIPÉREZ AND PAREDES
The nominations of Luis Ruipérez Sánchez and Víctor Paredes Saura have been unanimously approved.
The plaza of Luis Ruipérez Sánchez will come to pay homage to the former councilor, dean of lawyers, processionist and person involved in many municipal affairs, which, according to the record, he loved and defended constantly.
Deceased in 2011, the square that bears his name is located next to the main entrance of the Sports Palace, with what he wanted to mean his great love of the sports world and the support he provided to the teams of the city, since the first moment as councilor of Sports in the first Democratic Corporation.
For its part, the square of Víctor Paredes Saura will show the recognition of this neighbor of Pozo Estrecho, known as the President, since it was during 1936 and 1939 president of the Casa del Pueblo, and his intervention was crucial so that there would be no reprisals or spillage of blood in the locality during those convulsive years of the Civil War.
An intervention that has wanted to be recognized by its neighbors almost 50 years after his death in 1969.
EXPROPRIATIONS ANCIENT HULL
With the favorable votes of PSOE and Citizens, the abstention of PP and MC and the votes against CTSSP has approved the proposal of modification of the general budget of 2018, to enable a game of 1.6 million euros with which the municipal society Casco Antiguo can face the payment of the justices of the expropriations recently determined by the courts of justice in the Monte Sacro and the Molinete.
MOTIONS OF CITIZENS
Returning to the initiatives of the political groups, the plenary session unanimously approved a motion of Citizens to urge the Ministry of Justice to create a third Mercantile Court for the Region of Murcia, based in Cartagena, in response to the claims of all the legal operators of Cartagena and the request of the Superior Court of Justice of Murcia;
and to collaborate with all administrations to provide this court with the material and human means to put it into operation as soon as possible.
With the abstention of the PSOE, which doubted its constitutionality and legal security, and the vote against CTSSP, the plenary has approved another motion of Citizens urging the Government Council to the final approval of the Transitory Urban Regulations, for its immediate execution , in all those aspects that have legal protection in the new wording that the law of Acceleration of the Transformation of the Regional Economic Model for the Generation of Stable Employment of Quality, has given to point 4 of article 145 of Law 13/2015 of Ordination Territorial and Urban Planning of the Region of Murcia;
also urging the competent authorities to initiate as soon as possible the procedures for the evaluation of those areas of the Transitory Urban Regulations that are not within the above assumptions and need Strategic Environmental Assessment.
The plenary session also approved a motion by Citizens to shield the plot located in the Polígono Cabezo Beaza, next to the headquarters of the Upper Group, paved in December 2017 for its exclusive use for skating, in-line hockey and similar sports. recovering a project that intended to enable it for the practice of these sports and run it under the budgets of 2018 and if not possible, with those of 2019.
The motion has counted with the abstention of the PP that has indicated that these lands were qualified as garden green zone and that they would have to reclassify them before.
MOTIONS OF MC CARTAGENA
With respect to the Amphitheater, the plenary unanimously approved a motion by MC Cartagena urging the central government and the regional government to include in their respective budgets, in nominative form, a budget line in 2019 of sufficient amount to continue with the work of consolidation of walls and archaeological excavation of the Roman Amphitheater of Cartagena.
It has also been approved by this municipal group another motion for the Local Government Board to initiate the procedures for the reversion of the grounds of the 'Mundial 82' sports facility, so that they return to the competence of the municipality only and there may be a real future project for this soccer field and for the School of Soccer San Ginés, sports entity that performs its work in this facility.
The initiative has had the abstention of the PSOE noting that it has already urged the Football Federation of the Region of Murcia to submit a new project, and if not before the end of the year, will proceed to the reversion of the land .
With the abstentions of the PSOE and the PP, another motion has been approved by MC Cartagena urging the Local Government Board to seek the prior report of the Legal Council of the Region of Murcia on whether the nullification of the Specific Amendment No 113 of the General Plan of Cartagena, and if so, process it.
It is also urged to demand such a declaration of nullity as part of a hypothetical condemnatory pronouncement in the judicial proceeding known as "Novo Carthago" which is before the Court of Instruction No. 2 of Murcia.
The last motion of MC Cartagena approved unanimously was the one that approved the appearance at the next Ordinary Plenary of the Councilor for Public Services, Citizen Participation and Celebrations Juan Pedro Torralba Villada to ratify or rectify the answers given to the questions asked in the plenary of the past February 12, 2018;
and explain the status of the audit and control by the controller of the matters submitted to it in writing of October 19, 2018.
MOTIONS OF CTSSP
For its part of CTSSP a motion has been approved so that as far as the budgets of the Municipal Libraries allow it, two own sections of literature and essay will be created: one Feminist and one of LGTBI Thematic, which are well delimited and can be disclose with titles of authors and essays.
The motion has counted on the vote against the PP that considers the creation of these sections contrary to an egalitarian conception and the abstention of the PSOE, which has indicated that this is a measure that is already being implemented in libraries and Department of Culture and Equality.
Another motion approved by CTSSP has been the one that urged the Municipal Government that the maintenance and conservation works of the rural roads of the western zone of the municipality, are always carried out respecting the guidelines set by the PORN of "La Sierra la Muela, Cabo Tiñoso, and Roldan ", requesting the necessary authorizations to the Ministry of Environment, prior presentation of an environmental report, as in the rest of the rural roads of the municipality that are under the influence of a regulation of protection of the natural environment and that paralyzes the planned plan of asphalting of the roads of "La Víbora" and of "Paraje de Los Infiernos", and that it proceeds to the adaptation of the road in a respectful way with the natural environment.
The initiative has counted on the votes against MC Cartagena.
MOTIONS OF THE PP
For its part, the PP has achieved approval, with the votes against PSOE and CTSSP, a motion to reject the tax increase announced by the Government of Spain on diesel and scheduled for January 2019.
However, the motion of the PP urging the Government of Spain to include in the General State Budgets for 2019 a sufficient economic starting to start the construction of the City of Justice of Cartagena has obtained unanimity.
The City Council of Cartagena and the Government of Spain were also asked to manage the availability of the land required to undertake such infrastructure, in an adequate location to meet the needs of the city and the district of the judicial district of Cartagena in due conditions. ;

Another motion of the PP approved with the support of all the municipal groups has been the one that urged to request aid to the Superior Council of Sports to carry out improvement works in the athletics track of Cartagena, endowing in this way, of better facilities to the thousands of athletes and users of the track.
Finally, a motion by the PP has also been approved unanimously, urging the municipal government to carry out, on the part of the municipal technicians, a study to carry out the accessibility improvements in the environment of the ONCE building and repair the Cartagena acoustic traffic lights that are broken.
The councilors have taken a break about three in the afternoon to eat, restarting the session with questions and prayers, about five in the afternoon.
