On October 9, the Governing Board approved what is called the "Agreement for the implementation of the Social Fund for Water".
An economic endowment of 350,000 euros was announced on the municipal website and this amount was satisfied by all users charged to the tariff.
This is an agreement similar to the one that Pilar Barreiro reached with the concessionaire in 2013 and which was applied irregularly until the municipal technicians uncovered it, being mayor José López, and included it in the municipal budget.

Lopez adds that "the most striking thing is that the proposal that Castejón subscribes recognizes that there is no agreement since 2014, giving the reason to MC when we denounce the illegality of this practice and change the management model, including it in the municipal budget, leaving evidence that when Castejón criticized this decision, he did it in his role as puppet of the concessionaire and not defending the Cartagena people ".
It also emphasizes that "the truth is that the municipal budget, which we all also pay, covers this social need, but Castejón prefers to say that he makes an agreement to have a photo and make the game to his companies," as well as " that we will monitor compliance, so that the concessionaire does not charge two or three times for the same concept, while boasting of its social action ".
Control and control of the contract
On the other hand, last spring Jose Lopez filed a lawsuit against the City Council for violating the fundamental rights of councilors by refusing to answer questions about the water contract in the plenary of February.
A procedure that is still pending resolution by the TSJ.
In this sense, the general secretary of MC points out that "in accordance with Article 69 of the Organic Regulation we will request the appearance of Juan Pedro Torralba Villada, councilor of the branch that holds the competencies with the concessionaires".
And he emphasizes that "the reason for this appearance is that after 8 months of not answering the battery of questions that I presented in the Municipal Plenary, they have sent the Municipal Group's mail some incomplete, biased answers and in some cases uncertain about the water contract. "
"This issue, as is known, is judicialized, even the revision imposed in December 2017 has been annulled, but that does not prevent us from demanding accountability and truthfulness from the councilors," clarifies López.
He adds that "we trust that they will not use any tricks to prevent this appearance and that Torralba will simply tell the truth."
"I want to let you know that before giving it to the courts, and as a sign of good faith, I have presented to the socialist auditor a list of irregularities so that they can be corrected or validated," he concludes.
