- The orange formation denounces that the socialists have been violating the plenary mandate for three years that obliges them to present this sustainability report, "we want to generate hiring policies that reward respect for the environment, responsible energy consumption, quality and dignity of the conditions of employment, public health, the promotion of equality or social inclusion, and that memory is the first step, "says the spokesman for Citizens in Cartagena, Manuel Padín
Cartagena, Thursday, October 11.
It does nothing more and nothing less than three years, in October 2015, Cs defended in the Plenary a motion calling for the implementation of Corporate Social Responsibility (CSR) through the development of the so-called 'Sustainability Report'.
The motion, which was presented by the councilor, Alfredo Nieto, was approved unanimously.
After several questions during the following years, the interior exconcejal of Interior, Francisco Aznar, admitted in 2017 the evident failure of the local government, and publicly undertook to prepare a CSR report in 2018. "The departure of Mr. Aznar makes us think that what little progress has been made in this sense has been lost, so we will insist on the next plenary, "announced the spokesman for Citizens in Cartagena, Manuel Padin, who today attended the Hall of Degrees of the Faculty of Law from the Campus de la Merced to the presentation of the second phase of the study on CSR in 24 municipalities, carried out by the Chair of Corporate Social Responsibility of the University of Murcia and the School of Training and Innovation of the Public Administration (EFIAP).
The spokesman of Cs Cartagena regrets the "absolute contempt" shown by the City Council towards the agreements adopted by the House, "three years without having bothered to fulfill their obligation are too many to think that it is only incompetence."
In his opinion, "a government that does not comply with the resolutions approved by the councilors in the plenary sessions" begins to delegitimize itself as such ".
On the other hand, Cs has reported that among its proposals to the Strategic Plan of Employment was a program of Corporate Social Responsibility.
The spokesman of the orange training has explained that the objective is that the current administration and that may arise from the year 2019 assume the duty to agree and agree on a set of actions that favor the commitment of companies linked to the City Council for the responsibility corporate or corporate social responsibility, highlighting the measures in terms of prevention of occupational risks, the dignity of working conditions and respect for environmental sustainability.
Manuel Padín recalled that his Municipal Group has already presented several motions in this regard, "but we have not been able to get the PSOE government to move a finger."
For the spokesman it is essential that this administration assess "in the field of municipal public procurement and its autonomous agencies the implementation of a set of instructions to promote Sustainable Public Procurement."
"The idea is that we are capable of generating hiring policies that reward respect for the environment, responsible energy consumption, quality and dignity of employment conditions, public health, the promotion of equality or social inclusion, among others ", assured the orange spokesman.
For the Councilor of Cs, "if the Government executes our proposals at once and delivers the memory we would encourage many other municipalities of this Community to join this initiative." We want Cartagena to lead in this Community this transformation towards a responsible management of resources public that serves as model for the companies that operate with the Consistory ".
Corporate Social Responsibility
Corporate Social Responsibility has until now been applied in the private business sector.
However, despite the fact that the concept of CSR was initially thought for private companies, the evident influence of the public sector on the economic, social and environmental spheres has led to consider also the implementation of Corporate Responsibility in the Public Administration itself.
That is why, recently, a specific concept of CSR has been defined for the Town Halls: the Local Public Corporate Responsibility (RCPL), which implies the assumption of a governance culture that meets the expectations of the economic, social and of the municipality with respect to the City Council's commitments regarding sustainable development, social values or information transparency.
For all this, it is necessary to have a tool that allows to know what is the level of social responsibility in the municipalities.
The process of implementing Corporate Social Responsibility in an institution is specified in the preparation of the "Sustainability Report".
The spokesman of the orange training has explained that "it is this document that missed the University of Murcia in Cartagena in 2015, and which should have the City Council if it does not behave as a Government of absolute majority, it is a report that concretes the influence of the actions of the City Council in the economic, social and environmental spheres of the municipality, and makes it possible to monitor these policies, comparing them over time in order to observe their evolution ".
The report also analyzes the aspects of the actions that are most valued by citizens according to their social impact, and the fulfillment of the objectives is evaluated.
In Spain there are 8,116 municipalities.
Of these, only half a hundred have prepared their "Sustainability Report".
In our Region, no municipality has CSR implemented, "consequently, as we defended in 2015 and defend in 2017, Cartagena has the opportunity to lead Corporate Social Responsibility in the local area, being the first to implement it in the Region of Murcia", Manuel Padín has finished.
