The municipal group denounces the political inhibition of the Government and will take a motion to the Plenary to solve this serious problem of urbanism, health and the environment
Echoing the clamor and the repeated protests in the neighborhoods, CTSSP-PODEMOS will present a motion at the next City Council Plenary to end the many problems caused by abandoned lots, unfenced, dirty, unhealthy and with pests of all kinds.
The purple formation considers that this is a problem of the first order, and that the municipal government is directly responsible for omission and political inhibition.
An inhibition that is not accidental and that is better understood when it is verified that the City Council rewards the owners of abandoned lots instead of enforcing the law, a law that guarantees the general interest of all residents of Cartagena.
Pilar Marcos, spokesperson for the municipal group and SG of Podemos Cartagena, told the media that her group will take a complete proposal consisting of five main lines of action:
1) Request the drafting and approval of a specific ordinance regulating the cleaning and fencing of plots.
2) End impunity of complaints in the drawers and fines that are not charged, and forcefully apply Article 46 of the current Urban Cleaning Urban Ordinance, which considers as serious misconduct, with the corresponding sanctions, not comply with the cleaning obligations of the lots.
3) Apply Article 110 of Law 13/2015, so that these properties are maintained in conditions of safety, health, universal accessibility and public adornment.
4) Update the Municipal Ordinance Regulatory of Deadlines for Forced Building to the new urban legislation, such as Law 7/2015, of Land and Urban Rehabilitation and Law 13/2015 of Territorial and Urban Planning of the Region of Murcia.
And that its scope of application extends to the entire municipality and immediately start up the Municipal Register of Solar to comply and enforce existing legislation.
5) Fully implement the motion of CTSSP approved in April 2017, which urged to regulate and implement urban, social and ecological gardens in our municipal area.
In short, CTSSP-Podemos proposes to create a specific regulation and update and apply without palliative all current legislation, so that the general interest is put before that of a few private owners, who are rewarded for practicing urban speculation, and promote the abandonment, the dirtiness and the unhealthiness of the unbuilt lots.
