This morning, the spokespersons of MC Cartagena, José López and Isabel García, have appeared at a press conference to assess the file, by the Prosecutor's Office, of the false and anonymous complaint filed against different members of the Cartagena training program. He assured that the City Council had awarded contracts to several companies owned by a friend of Lopez.
José López himself has assured that the complaint comes "from the good management of MC in the Government, where they improved the results in transparency and the control of the contracting, also lowering the prices to almost fifty percent of what was paid with the PP, for the same or worse services. "
In this regard, he recalled that after the departure of the Government MC "have worsened the results in these sections, even throwing the opposition of the Recruitment Board."
Sowing doubts about MC Cartagena
The spokesman for the Cartagena training explained that Isabel Garcia gave the Prosecutor the explanations that the mayor did not want to give when he requested them, "we assume that in order to generate false headlines that sow doubt and slander about MC and, of step, about some municipal technicians that if anything they are loyal to Cartagena and Cartagena.
He also regretted the fact that the presentation, at the request of some party, of a false accusation is news "and that the enormous progress in economic matters produced during this term by Isabel García and the entire MC team is not."
Next, Garcia has taken the word, who has begun thanking those present "the respect that for me you have had throughout the process."
Inciding on what López highlighted, the mayor stressed that "it was not pleasant to see how the work of great municipal officials was questioned with whom I had the privilege of working these years and for whose work I would put my hand on the fire."
Hiding information from the mayor to municipal groups and prosecution
It should be recalled that Isabel García was summoned to appear before the Prosecutor on July 17 in order to "clarify the haze of disorderly and incomplete information sent to her by the City Council."
"As soon as he has had the necessary explanations and clarifications, he has filed the case," he stressed.
The problem, according to Garcia, is that the mayor, Ana Belén Castejón, has withheld information from both the municipal groups and the prosecution itself.
"If Mrs. Castejón had fulfilled her obligation and had given the pertinent instructions, neither the Head of Contracting nor I would have been involved in this, and most importantly, the Prosecutor would not have had to waste his time or spending public resources. "
Reduction of the limit of contracts under six thousand euros at the request of García
Another aspect to take into account that have been highlighted by Isabel García is the reduction of the limit of contracts under eighteen thousand to six thousand euros, at the request of Garcia herself to Mayor López in January 2016. In this way, "We tried to take better control, but as soon as they separated us from the government, the PSOE again increased that limit."
In June of that same year the telematic tender was launched, so that all contracts were managed by the contract negotiation.
Thus, the deputy spokesperson of MC has stressed that "all contracts we managed were published on the municipal website, also allowing escrow to be presented in this way".
Similarly, he said that "we ended with the famous 'invitations to three companies', thus gaining participation and transparency," which was a recognition of good practices of the Network of Local Entities for Transparency and Citizen Participation of the Federation Spanish of Municipalities and Provinces (FEMP).
Statement to the Prosecutor
García has maintained that what is published in different media about his statement before the Prosecutor is false.
"In addition to telling what I said before the limits of minor contracts, I explained that the contracts, despite appearing similar, are from the different Neighborhood Boards, considered as independent units, as stated in the minutes of the Tables of Contracting ".
Therefore, he reiterated that "I did not speak of councilors, let alone councilors, and I did not name anyone, as it was published, who called me a coward should have informed me well before making such information".
Political opportunism
Isabel Garcia has denounced the "political opportunism" of councilors such as Obdulia Gómez or Manuel Padín "who have tried to equal us from below, but neither have they achieved it nor are they going to achieve it." Those of us MC have not come to live from politics, to serve, working for and for Cartagena. "
In this regard, the attitude of Cartagena Sí Se Puede and, in particular, that of its spokesperson, Pilar Marcos, who has remained aloof from this political lynching, has been highlighted.
Isabel García, 'guilty' of reducing debt by 40%
Finally, it should be noted that during the administration of MC in the Government, with Isabel García heading the economic section, the City of Cartagena has seen its debt reduced by 40%, thus getting the intervention of the ministry up early and lowering all the taxes, fees and public prices.
