- "More than a problem of urbanism, it is a public health problem," said the spokesman for Citizens in Cartagena, Manuel Padin, who believes that "after seven years since the last inventory of lots, premises, and abandoned houses , the time has come to inspect and analyze again this phenomenon that generates public health problems, fire risk, social coexistence, and disfigures the city and our neighborhoods ".
- Orange training works on a plan of temporary uses for municipal and private plots
The Municipal Group of Citizens in Cartagena will request in plenary session the elaboration of a census of empty lots to identify those who are in deplorable conditions, as well as of houses and premises in a state of abandonment to be able to act on them, always under the current legislation and for the benefit of the general interest.
The last census of this type, that the orange formation has proof, was made in the year 2011 and had as its object only the lots of the Old Town: they were counted eighty.
Cs will also urge the competent municipal services to undertake a specific and continuous campaign of inspection of private lots throughout the municipality and to include in the municipal website information so that the citizen knows the procedure and the necessary requirements to denounce the existence of a site that does not meet the hygienic-sanitary conditions due.
"More than a problem of urbanism, it is a public health problem," said the spokesman for Citizens in Cartagena, Manuel Padin, who believes that "after seven years since the last inventory of lots, premises, and abandoned buildings, the time has come to inspect and analyze again this phenomenon that generates public health problems, fire risk, social cohabitation due to problems of illegal occupation, and disfigures the city and our neighborhoods ".
In addition to requesting these new censuses, Citizens will request explanations in the Plenary to know the number of administrative procedures that the City Council has initiated on this issue since the legislature began, the number of sanctions imposed for violating the urban cleaning ordinance, the coercive fines , its amount, and the rulings by means of decree of orders of subsidiary execution of works, with the budget and the given terms.
In the case of having executed the works in a subsidiary manner, the orange training also asks to know the investment made, and in how many of those cases was acted with a voluntary entry authorization, and how many with a judicial authorization.
The last known data is that from January to October of 2017, only 29 sanctioning proceedings were established in Cartagena, according to local press reports;
in this sense, the spokesman of Cs Cartagena has reported that, contrary to what happens in Cartagena, in the municipality of Murcia is publicly informed of these data on a regular basis, "there are opened about 1,000 records per year for cleaning of solar and subsidiary spend about 50,000 euros per year to adapt them through an external company and in Molina de Segura opened last year 484 records of private owners of which 305 are already completed. "
In addition - Padín reports - only in the first four months of 2018 have 86 cases been opened in Molina de Segura.
Our objective is to know exactly in what situation we are, to assess if our municipal services have the personal and technical means to face the problem, and to elaborate among all, according to the collected data, a plan of impact against the abandonment of the sites in Cartagena
A complex issue
The orange spokesman recalls that the cleaning, maintenance and fencing of lots is mandatory according to art.
110 of Law 13/2015, of March 30 of Territorial and Urban Planning of the Region of Murcia, and claims to be "aware that these actions of the public administration in the private sector are very slow and complicated, delaying an authorization up to two years, at other times finding the owners becomes an odyssey since the plots belong to a multitude of individuals with different property rights, construction companies, and banking entities such as Sareb, the Asset Management Company from bank restructuring. "
"Precisely for this reason it is important to rigorously carry out the inventory we are proposing, in order to be able to act with agility and accuracy in this process, and not have to go so far as to initiate the expropriation processes that are covered by the Land Law of the Region. of Murcia or the withdrawal of licenses after the prescription of the deadlines set by the local Administration ", explains Manuel Padín who believes that" it is time to move our municipal machinery with force and determination so that these unhealthy outbreaks and those nests disappear. rats and that Cartagena is recognized as a tourist destination of the first order, for the cultural, patrimonial and archaeological wealth that gives it its three-year history, our neighbors do not have to suffer the administrative neglect and the inability to encourage owners to put in value those lands, "laments Padin.
The spokesman of the orange training encourages Cartagena to report this type of situation, "especially when there is an obvious and immediate risk to the safety of people, to the deterioration of the environment, or natural or cultural heritage."
Plan for temporary use of building sites
Citizens is also working on an alternative strategy, given the delay in tackling the problem and plans to propose to the City of Cartagena to launch a project to give temporary use to the hundreds of lots that exist in the municipality.
"This kind of projects are already being carried out successfully in several Spanish cities where provisional uses are being made in unbuilt plots until the final destination of the land is clarified, although it is obvious that previously the legal reports necessary to guarantee must be gathered the project".
For Manuel Padín, "it's worth trying to end those black holes and generate new leisure, cultural, leisure, sports, or urban gardens, and for this we have to take advantage of the wording of the General Plan of Urban Planning so that to allow residential actions in urban land, it is foreseen the concession of temporary licenses for other uses ".
"Regarding privately owned lots, our City Council could be a mediator between the property and the neighbors and reach an alternative use agreement, of a provisional nature, until the owners of the plots are ready to undertake their projects" , exposes Manuel Padín.
Once the legal feasibility of the project has been safeguarded, it will be time to collect proposals from various collectives and neighborhood entities, "we foresee a minimum public expenditure and some notable benefits for the city, neighborhoods and councils," the spokesperson for Cs.
According to Padín, "in the absence of a better forum to do so, we will ask that the PGOU work table be convened, or in its absence an extraordinary Spokesperson's Meeting to present our ideas, although knowing the spirit of this Government, we will surely be forced to register a motion in the ordinary Plenary and force this debate ".
