Throughout the last months the archaeological interventions in Cartagena have brought to light different sections of walls that, at certain moments in the history of the city, were built for defensive purposes.
Faced with this new proliferation, which will be added to those already known, MC will propose at the next municipal plenary session that a Plan of Historic Walls be drawn up.
Thus, the councilor and head of Heritage of the training cartagenerista, Ricardo Segado, has ensured that "we are in a city with a long military past, bastion of many civilizations, the result of the strategic geographical situation in the Mediterranean of Cartagena."
For all this, the mayor has considered this Plan necessary "in order to develop an updated regulation based on unified criteria and objectives when deciding on the excavation, conservation and subsequent value of the remains."
To this end, Segado explained that "we will propose meetings with members of the regional government and with experts in heritage, who would be responsible for developing these criteria for the modification of the Special Plan for the Management and Protection of the Historic Center (PEOPCH) based on the referred to updated regulations. "
Latest findings
As a result of the numerous works that are carried out, scarce dates were discovered, next to the Plaza Juan XXIII, the Third Bulwark of the Wall of Carlos III.
It took place during a preventative and preventive excavation, in order to be able to assess the different options for conservation and enhancement, prior to construction
of a building of houses in that lot, recently acquired by an urban promoter.
In this sense, the councilor has pointed out that, once the tasks of archaeological intervention have been carried out, "it is the task of the regional Administration, together with the City Council, to decide what will be the future of those historical remains".
"Without a doubt, in MC Cartagena we understand our history from the absolute respect and from the conservation of all the possible pages of that book of the municipality's past.It is essential to know how to combine this conservation with the urban development of the city".
Emphasizing this aspect, Ricardo Segado recalled that being the responsibility of MC Archaeological Heritage tasks "we could undertake an action in front of the Artillery Park, discovering dozens of meters of the so-called 'Wall of Philip V', dated in 1721."
Disparity of criteria
The head of Heritage MC has questioned, in view of the latest actions of the regional government, the different ways to treat each section of the wall by the simple fact of being in different plots.
"The disparity of criteria has reigned in Cartagena and continues to do so because of the incongruence that occurs from the decision-making body and municipal regulations, which continues to be in force despite being outdated."
In this way, Segado has considered that "these walls should be considered as a continuous and unique historical patrimonial structure, along the entire layout of each one of them".
To conclude, Ricardo Segado stressed that with this initiative, MC Cartagena intends to "give continuity to the work meetings with the heritage experts who were helping the local government through the Advisory Council, an organization that the current Socialist Executive has not reconvened, as well as the heads of the General Directorate of Cultural Assets of the CARM ".
