Citizens denounce that almost ten months after the Law on Protection and Defense of Companion Animals was unanimously approved in the Regional Assembly, the regional government of the PP continues to paralyze the regulatory development of the code.
The orange training recalls that the text of the law gives a one-year term for this development and for the design of the municipal ordinances subject to it, "it is already evident that we will not achieve it, nor will we have the law developed in November. 2018 nor the city councils will be able to draft the new ordinances on animal welfare, nor will we comply with the zero sacrifice ", lamented the spokesman for Citizens in Cartagena, Manuel Padín, who has announced that his Municipal Group has already registered a motion to urge the regional government to prepare as a matter of urgency the regulation of Law 6/2017 of November 8 on Protection and Defense of companion animals.
"We do not want another Law not developed, the last was three decades in deadlock and originated a chaotic and disparate municipal regulation in this Community", warns Manuel Padín.
The orange spokesman has taken over the recent statements of the secretary of the Federation of Municipalities of the Region of Murcia, Manuel Pato, which ensures that with this situation the municipalities have two possibilities, wait or amend the ordinances partially to then develop the rest , and probably modify what has already been modified, "which does not make much sense and in the end will delay even more the entry into force of our ordinance", said Manuel Padín, who reminds that the terms, "once we have the regulations, will be long , since it has to be approved in committee, in the Plenary, grant public exposure and address the allegations.
On the departure of CTSSP-We can approve a new ordinance before the end of the year, the spokesman of Citizens does not doubt that "they move a noble intention, probably animal welfare is one of the few lines of work in which we can coincide with this political formation, but they are wrong, without the development of the law it is impossible, counterproductive and a sovereign waste of time to elaborate a new ordinance in its entirety, the law marks the general lines but it is its development that fixes the details, without the regulations it is not possible to work with the necessary legal certainty, nor to avoid legislative contradictions, and we must also clarify that the sanctioning regime is defined and defined by Law in article 48 (such as sanctions of up to 45,000 euros that we can it tries to be adjudged in press), for the municipal competition it is only the initiation and the imposition of sanctions ".
"Once we have the regulation it will be time to create a working table with veterinarians, associations and jurists in animal law, among others, to give that municipal text the highest degree of effectiveness possible, without political flags and without unilateral precipitations", Padín has indicated.
"What we can do is summon the Animal Welfare Bureau once and start working on the inclusion of the definitions that the old ordinance did not contemplate, such as the one related to the feral colonies, or to analyze the law in order to urge the Regional government to develop regulations that remain obscure and that most interest us, or assess the needs in infrastructure and personnel that we will have in Cartagena to comply with it so that we can calculate in detail the item that should be included in the regional accounts in 2019 ", explained Manuel Padín who says that if" the PP continues with folded arms, will oblige municipalities with obsolete animal ordinances to establish partial modifications to give provisional answers to local problems of urgency, I think it is the most prudent, effective and smart what can we do now?

Manuel Padín plans to meet soon with his deputies in the Regional Assembly and with the councilor of this area, Obdulia Gómez, to convey his concern about the delay in the preparation of this regulation, as well as to review the situation of the paralyzed Animal Welfare and know "what is happening with the animal associations, as some of them have made certain complaints to our group," the spokesman said.
Citizens continues working in the Congress of Deputies to develop and approve in Spain a framework law of animal protection for the entire national territory.
Law 6/2017 of November 8 on animal welfare includes awareness, education, sterilization and the promotion of adoption as tools to be put in place to eradicate mistreatment, abandonment and slaughter of companion animals.
The law also contemplates, among other measures, the prohibition of keeping bound pets in the home environment, the tightening of sanctions, the expansion of infractions and the administration's commitment to educate the public on animal protection issues. .
Spain is the country of the European Union with more cases of animal abuse and the figures are exacerbated in summer.
