As the Spanish Federation of Municipalities and Provinces (FEMP) warned, demographic regression has already become a State problem and requires a response to all levels of public administration.
The depopulation of the rural environment also has structural peculiarities that require a specific national, regional and municipal plan of action.
The challenge faced by Spain and the municipalities that form it is not small and to face it, it will be necessary for all projects, plans and lines of work to take this reality into account.
The FEMP presented last year an ambitious document with 71 proposals after many months of debate and analysis between the Government of Spain, the autonomous communities and civil society within the Commission of Depopulation.
Among other conclusions, the Federation of Municipalities considered it necessary to systematize the work through an organic structure to articulate the concrete measures to be carried out, for which it proposed to promote a state round table against depopulation, in which, together with the town halls, the political and technical profile, to enable their ability to make decisions and execute them.
According to the orange training spokesman, Manuel Padín, "the City of Cartagena has to be a key player in the fight against depopulation in its condition of maximum knowledge of the demographic reality of the municipality and to be in the front line of combat" .
"In Cartagena depopulation also affects some neighborhoods (some of them almost in the center of the city such as La Concepción, or San Antón) and county councils, as in Llano del Beal, and is due to the loss of basic services by the lack of public investment, and labor opportunities, urban deterioration, realities that will force us in the not too distant future to write and execute a comprehensive plan against depopulation in Cartagena that includes tax incentives for the installation of companies, the design of a map of basic needs, regional and European help lines to improve housing, intermediation work to resuscitate commercial activity, new inventories and empty housing stock exchanges, guarantee access to banking services in rural areas, foster local childcare services inspired by home help for the elderly, improvements in public transport, among many other measures ",
Manuel Padín has indicated that he is aware that the most prudent thing at this moment is to wait until the "future plan that is going to be presented at a national level is approved to be able to link the local plan".
For all the above, the Municipal Citizens Group will propose that the local government already begin a study of the reality and demographic evolution of the municipality to identify those neighborhoods and councils that suffer from the phenomenon of depopulation as well as its causes and possible solutions.
"In this way, when the time comes, we will be prepared to benefit from the national plan against depopulation and we can prepare the action plan knowing where we are and where we want to go," the Cs spokesperson explained.
Los Jarales without electricity
Citizens will ask for explanations in the municipal plenary session due to the lack of electrification in the Rambla de Los Jarales, in the deputation of Perín, where there are about twenty homes that still do not have electricity.
Following an MC motion debated at the last plenary session of the Perín Neighborhood Board, the spokesperson for Citizens wanted to meet with the president of the Owners Association of Los Jarales, Luis Sánchez, to learn more about this matter.
"It seems incredible that in the XXI century, in the era of mobile devices and the Internet, there are still homes in rural areas of the municipality of Cartagena without electricity," said the spokesman for the Orange formation in Cartagena, Manuel Padín, who holds that your group is not going to tolerate that these families do not have access to basic services that they have been claiming for 11 years, a situation that of course rules out any possibility of repopulating and valuing this place. "
Although MC's motion was approved, Cs wants to know directly how and when the PSOE Government intends to solve this lack.
On the other hand, Ciudadanos is aware that in this same situation are other rural areas of Cartagena, and therefore will send a letter to the Department of Decentralization proposing that with the help of the presidents of the neighborhood councils, the Council identified other nuclei towns of the municipality without electricity.
According to Manuel Padín, "we have verified that the work to extend the electricity network to rural nuclei has been done in other territories with the collaboration of the regional administration, this happened in 2006 with 12 homes in La Loma and Los Cañares in the hamlet of Murcia. Corvera, where the work to install the medium voltage overhead line and the connections, valued at 66,000 euros, were paid at 50 percent by the City of Murcia and the Autonomous Community, in Cartagena we will not allow unequal treatment by the regional government of the PP ".
