- "The UPCT asked to take urgent measures 18 months ago for a high risk of contamination of the environment by nitrates and heavy metals, and has not yet created a group of experts to design the feasibility plan and decide the actions to be undertaken," regretted the spokesman for Citizens in Cartagena, Manuel Padín
- "What generates social alarm is the inaction of the local government before a problem of this kind and not the constructive and responsible work of the opposition groups," said Padin in response to the statements made yesterday by the mayor of Cartagena
Cartagena, Thursday, August 2 -.
After more than four months trying unsuccessfully to know in the Plenary what actions the PSOE local government has taken or plan to take after a report came out in March from the UPCT that alerted in detail about the high risk of contamination in the old landfill of El Gorguel, the spokesman for Citizens in Cartagena, Manuel Padín, decided to visit the Urban Solid Waste Treatment and Disposal plant in the El Gorguel area and ask directly the plant's service manager, Antonio Fernández.
During the meeting, the head of the mixed cleaning company Lhicarsa (owned by the City Council and FCC in 90%), confirmed that there are high levels of nitrates in several sections of the sealed land and informed the orange spokesman that at this moment the company is forming, together with the UPCT, a multidisciplinary team of experts, with hydrogeologists and edaphologists, to verify in detail the conclusions of the report, and establish solid foundations on which to design a feasibility plan that solves the risk of contamination and the regeneration of the floor.
The head of service could not venture an approximate date for the presentation of the feasibility plan and the start of work, but wanted to clarify that the treatment plant doubts that there may be a high risk of eutrophication because under the terrain indicated by The report does not exist any groundwater ecosystem that can migrate the leachates.
The orange spokesman has criticized the PSOE Government, "his extreme passivity with this matter, the UPCT called for urgent measures 18 months ago, and not even has been set up yet the working group that should design the feasibility plan and decide on actions to undertake to prevent the high concentration of nitrates and heavy metals, achieve soil regeneration, and a good revegetation in this old landfill ".
Manuel Padín recalled that his group has been asking the Government of the PSOE in Cartagena on this issue since March, "the last time we asked was last June, and then the Socialist Executive, after blaming MC for the management of this matter, he affirmed that the report of the UPCT was transferred to Lhicarsa but that this company had not proposed any solution until now ".
On the occasion of the statements made yesterday by the mayor of Cartagena, Ana Belén Castejón, referring to Citizen's warning about the capacity of the landfill and the need for improvements as a "social alarm", the Cs Cartagena spokesman responded by saying that "the The work of an opposition group with truthful data collected in the field and after speaking with those directly responsible for the installations is not alarming, and it is the inaction of the local Administration to take action on this matter. "
"We would have liked the municipal government to offer, as it should, in plenary session, at least one fifth of the explanations that the chief of service has given us today, and to make an effort to take responsibility for this issue because it seems to be looking at it. from outside as a mere witness, and accelerate, at least, the creation of this team experts. "
As for the report, "although Mr. Torralba told us that he would provide it to us, 4 months later, we are still waiting for him," lamented the orange spokesman.
Finally, Manuel Padín also recalled that it was the General Directorate of the Environment that supervised the closure, sealing, and reforestation of these lands more than a decade ago, "some responsibility must have the Community and those who then supervised this process" .
The City Council did not report the problem
Citizens has recalled that these are "very serious" facts uncovered by the local press that said that the City of Cartagena, upon hearing the report in January 2017, did not move the incident to the Ministry of Environment or claimed corrective measures to the company despite the serious warning of the University Group of soil science, environmental, chemical and agricultural technology on the high risk of contamination in the old landfill of El Gorguel.
Cs recalled that the competencies in waste management and the requirement of compliance with the regulations is municipal, as well as the necessary investments to improve the system and to comply with European regulations and the regional plan.
