The City of Cartagena, through the Department of Public Services that directs Juan Pedro Torralba, has submitted to prior public consultation the draft of the new taxi ordinance that the municipal government intends to begin processing soon.
The current municipal taxi regulations in Cartagena date from 2002 and had been outdated by the promulgation in 2014 of regional regulations.
It also required its adaptation to European directives.
The draft of the new municipal ordinance regulating the urban public passenger transport service in tourist vehicles by taxi in the municipality of Cartagena has 35 articles, structured in six titles and eight chapters.
In its general provisions are regulated the legal basis and object of this activity, its definitions, guiding principles and powers.
In the legal regime, taxi licenses are regulated;
the conditions to be a taxi license holder, the award procedure, its transmission, the provisional suspension of taxi licenses, its extinction and the registration of licenses.
With regard to the conditions for the exercise of the taxi activity, the draft regulates matters relating to drivers, the provision of service by employees, the characteristics of vehicles, their capacity, image, the use of taximeters and adapted taxis. .
Likewise, the conditions of the service, its obligation to provide it, the documentation, the temporary assignment and the tourist taxis are regulated.
Other aspects of the ordinance are related to the rights and duties of the users, the tariffs, the inspections and the sanctioning regime.
As already advanced by the Councilor for Public Services, Juan Pedro Torralba, in the draft is contemplated that the areas of activity go from 3 to 1, which means that taxi drivers can work throughout the municipality without having to stick exclusively to their area of current activity, something that, as taxi drivers had been waiting for many years ..
Torralba has also indicated that all the demands that the associations have requested have been included, with the exception of the issue of the drafts, for which they should coordinate among themselves, because it is clear that the local government can not impose something like this on any collective.
Citizens can consult the text of this draft for a period of one month through the Notice Board of the municipal website and send their observations to the municipal administration before drafting the project to be approved by the Governing Board. initially approved by the plenary session and submitted again to public information, before its final approval.
