This morning, the deputy speaker of the MC Cartagena municipal group, Isabel García, has warned of a new episode in the usual lack of transparency of the local government by preventing access to the files of the Governing Boards held on June 1 and 8.
García has denounced "the umpteenth evidence of the dark socialist conduct, curtailing our right to access the files of these Governing Boards, for which they have alleged that the deadline for exercising the right had passed."
The Cartagena leader has put the accent on the surprising of the fact of denying access "despite registering in the Office of the Municipal Government on the same day that we were notified of the decree authorizing access to the Board's file held on the day 1, not having informed us about the day 8 ".
In this regard, it should be noted that the Organic Regulation of the Plenary of the City of Cartagena establishes in Article 9, paragraph 2, that "the request for access to information shall be deemed granted by administrative silence in case the mayor does not dictate resolution or refusal agreement within a period of five calendar days, counting from the date of application ".
This fact is not an obstacle so that "after five days the files are returned to the services, inviting us to look for the proposals included in the agenda in them".
The circumstance, in the opinion of Isabel García, "violates the right to information of the councilors, hindering access to complete information."
Immediately afterwards, he outlined the difficulties that the opposition finds in exercising control over the Government as regards the Government Boards, since "in this case, as in the rest of its decisions in the City Council, they drive in impulses, improvising like the good actors they are, and skipping the periodicities of the sessions and the days of celebration ".
More opacity
Finally, the Cartagena councilor has outlined "the many black spots of the socialist policy on transparency." None of these actions is casual, as they have dismantled the Department of Transparency in a single job, a table that cynically They also call them Transparency Office, nor are they ashamed to avoid the implementation of e-government to obstruct access to information Pending issues that show the return to the past in the City of Cartagena, obscurity and obstruction, the socialist DNA ".
