This morning, during the ordinary Plenary Session of the Corporation, with the votes in favor of MC and Cartagena Sí Se Puede;

the opposition of the PSOE, and the abstention of PP and C's, has approved the initiative defended by the spokesman of the municipal cartagenerista Group, José López, to require to Hidrogea wing "liquidation of the 'called' surplus' of the annuities from 2011 to 2017 , as soon as it has not been liquidated and is firm, as well as the income received by it related to the operation of the Wastewater Treatment Plants of Cartagena ".

The MC proposal contemplates applying the amount resulting from the liquidation of the surplus to the amortization and consequent reduction of the debt and the monthly receipt, since the objective pursued by this training is that all the users pay a fair price for the service, as established by the Contracts Law.

The motion of the cartagenerista formation establishes that it is destined "to amortization of debt of, at least 40%, of the money of the subscribers that the concessionaire has to return".

In addition, with the rest of this money it is proposed to execute a series of actions, aimed at improving and modernizing the sewerage and sanitation networks, "complying with the exclusive municipal competence in these works", and to ensure the equality of the neighbors .

Works that can not be postponed

These works are the arrival of the potable water service to Campillo de Adentro;

the channeling of rainwater from El Llano del Beal to, in this way, definitively solve the problems of runoff that have affected, among others, the school, besides generating constant risks to the health of people;

the provision of sewerage to the place of Los Madriles (La Azohía / Isla Plana), as well as the place of Los Barberos and Estrases (La Aljorra), Los Migaznares (La Palma) and Los Batos and the Los Camachos Polygon;

the execution of the channeling of the margins of the Siphon Road, something that is a need that can not be postponed, and that the decentralization of meters in the rural areas and scattered nuclei is undertaken.

Chronology

During his speech, José López recalled that "as a result of the 2012 tariff review, an abuse was perpetuated to the subscribers of the service, which satisfied a premium in our receipts in a premeditated and consensual manner between the concessionaire and the local government of the PP ", besides asserting that" thanks to our work, and that of Marcelo Correa, we uncovered this corruption and got the concessionaire to return to Cartagena more than 10 million euros corresponding to the surplus - overcharging on the receipts - of the annuities 2012, 2013 and 2014 ".

It should be remembered that, in 2014, the PP delivered more than 4 million euros of this surplus to Hidrogea to carry out urbanization works in Capitanes Ripoll and other places, "infringing the specifications and thus guaranteeing new and greater benefits to the concessionaire ".

Subsequently, he said, "we discovered that this situation already occurred in 2011, so we claim their return to subscribers, as well as the result from 2015 to 2017, not yet settled."

Likewise, the studies carried out by municipal technicians in the summer of 2017 specified that the amount charged for more in the users' receipts by the concessionaire amounted to 13,929,079.57 euros, between 2011 and 2016 (excluding 2012), and this was referred to the concessionaire, the proposal being that this money from Cartagena will be applied to the early amortization of investments made by the Municipal Water Service, which would reduce costs by more than 4 million euros by 2018.

This office was sent to the concessionaire, with the consequent succession of already known news.

The company managed to exclude José López from his responsibilities, from which he was dismissed at the beginning of September, without progress being made, at least publicly, in this regard.

The procedure proposed by MC is intended to guarantee legality and optimization of resources.

Likewise, prevent the concessionaire from freely and irregularly disposing of users' money, as has happened on other occasions, practices investigated in the penal order and for which those responsible will have to respond.
