The arrival of the AVE will involve an investment of 87 million euros
The Board of Directors of the company Cartagena Alta Velocidad SA, has today endorsed the alternative that guarantees the completion of the works for the arrival of the AVE in 2021 to the current station of Víctor Beltrí, ratifying the agreement that was reached at the last meeting of December 2016 between the three administrations.
In parallel, work will be carried out that will culminate the urban integration of High Speed ​​in the first quarter of 2022.
The integration project that shortened the deadlines for connecting Cartagena to the High Speed ​​network has been chosen, which will involve an investment of 87 million euros, which will be financed by the Ministry of Development, the Community and the City of Cartagena .
In the Board of Directors of Cartagena Alta Velocidad, chaired by the Secretary of State for Infrastructure, Transport and Housing, Julio Gómez-Pomar, the different alternatives, with their deadlines and budget, for the arrival of the AVE and its integration of the railway.
This alternative, which has gone ahead with the votes in favor of the State and the regional government, "is the most solvent, safe and fast for the arrival of High Speed ​​to Cartagena", while the one that has defended the City is conditioned to El Hondón, since it requires addressing a project of prior decontamination of soils, which "would delay sine die arrival of the AVE, since it poses a series of difficulties and important uncertainties."
The Minister of Development and Infrastructure, Patricio Valverde, highlighted "the firm commitment of the regional government for the alternative that allows to connect as quickly as possible and Cartagena to the High Speed ​​network".
Valverde said that the Board of Directors "has chosen the best project that responds to the needs of Cartagena," as it ensures adequate permeability to the city's future urban needs, traffic and people and the burial of the A-30.
And, in addition, it is compatible with the planning of a future burial.
This project includes the remodeling and expansion of the current passenger building and the adaptation of the beach of roads to meet the traffic of high speed.
The arrival of the AVE to Cartagena will be financed by the three administrations, in proportion to the percentages of participation in the company.
Thus, the Ministry of Development will provide 66.15 million, the regional government would allocate 10.85 million and the City of Cartagena, 10 million.
"We have lost too much time in defining how the AVE has to reach Cartagena as a result of the political instability in the city, which has generated delays in the deadlines set to join the city to the High Speed ​​network," said the counselor, who He added that "the rest of the options proposed are conditioned to the prior decontamination of the land, which means delaying 'sine die' the arrival of the AVE to Cartagena."
Important difficulties
The counselor noted that "the regional government does not renounce the project of burying the roads in Cartagena, although we can not delay further the arrival of high speed decontamination of land," which would be the second most important action in Spain , after the chemical pole of Huelva.
The alternative of burying poses a series of difficulties.
On the one hand, it would involve addressing a decontamination project that would significantly delay the planning and execution deadlines of the works and that are not included in this alternative, for which reason they would have to be added after 76 months.
Second, it requires a previous study to characterize the decontamination process, whose result is uncertain.
And finally, we should add a significant economic cost, which is not included in the valuation, which amounts to about 163 million euros.
