The City of Cartagena, through the council headed by David Martinez, is launching the Council of Culture with the primary objective of giving more voice to the public in everything related to this matter.
With the approval of the Regulation of the Council of Culture of Cartagena in the BORM, on May 17, a further step has been taken in the process of creating this body that has to transform the model of municipal management of culture.
Now the public exposure period is open to present amendments and proposals for modification.
The mayor in charge of the area, David Martínez, took part in the Culture and Municipality Conferences that took place in November 2015, a commitment to Cartagena for openness to participation and transparency, establishing the need to set up the aforementioned Culture Council of Cartagena
Since then it has been working and maintaining different meetings with the groups and platforms that were constituted in these days, which led to a proposal for the Regulation of Culture Council, whose text proposes a structure open to participation to be constituted up to nine standing committees of work (eight sectoral and one transversal) in which any citizen can participate.
The highest body will be the municipal Plenary, which will be constituted by the representatives of the different commissions, together with those of the public universities (UPCT, UMU and UNED), the municipal groups and up to three persons of recognized prestige designated by the Government Board Local.
The commissions that will be constituted according to this draft will be those of:
- Plastic and visual arts.
- Performing arts.
- Music
- Reading, book and libraries.
- Cinema and audiovisuals.
- Cultural heritage and popular culture.
- Science and thought.
- Diversity and interculturality.
- Transversal Commission, which will include topics related to cultural management in general, communication, industry, training and employment, volunteering and other matters that affect the whole culture and that are not included in the specific scope of the other commissions.
"This Council will allow us to advance in the democratization of the management of local culture, creating a new channel for citizens, either directly or through associations, to participate and take their opinion into account in decision-making", he said. affirmed the mayor.
It represents a qualitative change of enormous importance because, although it is a consultative and advisory body, the purposes and attributions attributed to it make it a fundamental and inexcusable part of municipal cultural policy.
The initial approval of the Regulation of the Council of Culture was in the Governing Board of December 22, 2017 and in the Plenary of January 22, 2018. Its publication in the Bulletin of the Region of Murcia was on May 17, being open to information public and hearing interested parties for a period of thirty days until June 18.
