The Association of Naturalists of the Southeast appreciates in a positive way the order of the investigating judge nº 2 of Murcia, communicated today, that agrees the prosecution of the exconsejeros of the Autonomous Community Antonio Cerdá (Agriculture), Francisco Marqués (Environment ) and Joaquín Bascuñana (Territorial Planning), for the Novo Carthago case of alleged urban corruption.
ANSE, which holds the private accusation in this case, also considers the prosecution of other directors general and adviser of the aforementioned directors to be correct, and believes that the court order points to those responsible for a land requalification that failed to comply with environmental regulations. , and that would have supposed an enormous environmental impact, probably the edge, in the environment of the largest Spanish coastal lagoon, the Mar Menor, severely affected by many other major problems.
The Association of Naturalists of the Southeast has been present in all the administrative and judicial proceedings of this case, and warned from the beginning of the negative environmental and social consequences of a massive urbanization (8,000 to 10,000 homes, 2 golf courses, hotels and various infrastructures) South of the Mar Menor, holding even 4 meetings on this matter with former President Ramón Luís Valcárcel.
Although the file of the imputations of political leaders and officials of the City of Cartagena may seem surprising, since they have been necessary cooperators in the processing of land requalification, it places the main responsibility on the Government of the Autonomous Community, the true promoter of this nonsense, which supposed huge economic losses for the extinct CAM or, more recently, for the Banco de Santander.
The economic consequences of this project went even further, and also affected the border urbanization of Lo Poyo, whose declaration of favorable environmental impact was approved by the Autonomous Community simultaneously with San Ginés de La Jara (Novo Carthago).
It should not be forgotten that the same president, Valcárcel, announced in the regional parliament that he had ordered the Lo Poyo project to be stopped in favor of the Novo Carthago project, after ANSE's denunciations.
Although the investigation has been ongoing for several years, ANSE believes that both the prosecution and the judge have done a good job that will facilitate the possible condemnation of the exalted regional offices of the Popular Party, and could end with the cancellation of the administrative procedure, which recently it has tried to retake the promoter company, Hansa Urbana, before the City Council of Cartagena.
Valuing the immense importance of the imputation of three ex-advisors of the Regional Government, Joaquín Bascuñana, Francisco Marqués and Antonio Cerdá, ANSE continues to consider Valcárcel as the maximum responsible for the urban and environmental nonsense of Novo Carthago.
Pedro García, director of ANSE, is confident that the judicial decision of the Novo Carthago case will end similarly to that of La Zerrichera, and several high-ranking officials will be convicted of trespass among other crimes, and the definitive cancellation of the land requalification will be canceled.
The agricultural areas south of the Mar Menor should be maintained at least as non-renewable for the Conservation of the Mar Menor, and part of them would have to be environmentally restored going public.
The great difference with the case of La Zerrichera is that the Government of the Autonomous Community has not taken advantage of the approval of the Management Plan for the Natura 2000 Network of the Mar Menor and its surroundings to definitively annul the requalification of Novo Carthago's soils, in a demonstration that "the new regional government has not learned from the past, and continues to maintain nonsensical urban proposals for a unique and gravely threatened natural space".
