This morning, the deputy speaker of the MC Cartagena municipal group, Isabel García, announced that her training will request, during the course of the next municipal plenary session, that the surplus resulting from the liquidation of the exercises between 2011 and 2016 of the water service "will be applied, mainly, to the amortization and consequent reduction of the debt and the monthly receipt ".
Garcia added that the Cartagena proposal will include another part dedicated to "a plan to improve and modernize the most needed sewer and sanitation networks throughout the municipality."
It is convenient to contextualize that, in the summer of 2017, technicians from the area of ​​Sustainable Development, a service led by José López (MC), communicated to the company Hidrogea Integral Management of Aguas de Murcia, SA, the previous studies for the settlement of the surplus corresponding to the period 20112016, as well as the regularization of the income received by it related to the operation of the Wastewater Treatment Plants of Cartagena.

However, he has alluded to news received through "statements by the presidents of Neighborhood Boards chaired by the PSOE, held during this month and possibly the product of a verbal oversight or excess, which have revealed that the Socialist Executive intends to dedicate this amount, as well as that resulting from the 2017 settlement, to works and not to a reduction in the price of the receipt ".
Amount unduly charged
The studies carried out by municipal technicians specified that the amount charged more in the users' receipts by the concessionaire amounted to 13,929,079.57 euros.
Likewise, it was proposed that this money from Cartagena be applied to the early amortization of investments made by the Municipal Water Service, which would lower costs by more than 4 million euros by 2018.
The objective pursued by MC is that all users pay a fair price for the service, as established in the Contracts Law, taking into account specific and historical needs that guarantee the equality of residents throughout the municipality.
Works defended by MC charged to the surplus
In the current situation, and assuming the use of part of this money to undertake works to modernize the sewerage and sanitation networks, MC Cartagena considers ineludible actions such as:
The arrival of the potable water service to Campillo de Adentro, historical demand of the residents of the area.
El Llano rainwater channeling.
In this way, the problems of runoff that have affected, among others, the school, would be solved, as well as generating constant risks to the health of the people.
Sewer system to Los Madriles (La Azohía / Isla Plana), as well as Los Barberos (La Aljorra).
Engage the decentralization of accountants in rural areas and scattered nuclei.
Execute the channeling of the margins of the Siphon Road, a need that can not be postponed.
Isabel García affirmed that "this opportunity must be taken advantage of for actions of this type, that improve the network and the quality of life, and not destine them to urbanization works on the surface as the previous government did, although we are very afraid that they may reoffend the socialists ".
The deputy spokesperson of MC has continued arguing the necessary procedure to give viability to the works of expansion and renovation of the infrastructures, as established in the specifications.

The councilor of MC has added that the line of responsibility and compliance with the legality imposed by their training will allow channeling "a realistic proposal that will result in the municipal plan for the expansion and renovation of the most important infrastructures since 1992".
Compatible with this initiative, the cartagenerista leader has advanced that "we will continue with our work of control, working so that the legality is fulfilled and the contract is solved by the defaults of the concessionaire".
He concluded by stating that "among the issues we are currently studying, in the face of the termination of the contract, underlie aspects such as the subcontracting of main contract benefits and the lack of declaration and settlement of income for services provided to subscribers, in addition of the already known duplicities in the provision of insolvencies and other items, and the nullity of the extension of the contract for 25 years approved and defended by PP and PSOE. "
