In relation to the amendments made by the Municipal Group MC to the draft General Budget of 2018, the deputy speaker of the Cartagena training, Isabel Garcia, said that, as happened during the first two years of office with José López in the mayor's office and Garcia at the head of the Department of Finance, "the Budget of the City must serve and serve the Cartagena, putting the accent on people and their needs."
This reflection endorses the NO to the budget presented by the PSOE government, "electoralist, short-term and with the sole purpose of buying wills and rewarding the like." Intentions that are not in the DNA of MC Cartagena.
"We have worked on some amendments that remedy this 'clientelar' budget, following a dynamic of optimizing spending, in addition to promoting responsible and efficient management of public resources, and this is not possible without prior planning," he explained.
Amendments
Impulse to the taxi sector and Master Plan 'Costa de Cartagena'
Deepening the content of some of the amendments, the Cartagena leader has pointed out the importance of elaborating "the Viability Plan for the taxi sector, fulfilling one of the great demands of the sector".
The articles must study and assess the needs of licenses in the municipality;
the eurotaxi ratio in relation to the current situation of the sector;
the formulas for the amortization of licenses;
the compatibility of the activity;
formulas for optimizing the service (zones, shifts, etc.);
the influence of VTC licenses (intrusive);
the influence of mobility trends;
stops and rotation (proposals);
the fleet of vehicles or the expectations of the sector in the case of the opening to the possibility of working in the new regional airport.
The sea, one of the natural gems of Cartagena and its region, also focuses the efforts of MC to propose the development of "the campaign and Plan Director 'Costa de Cartagena.' 'It would cover a double slope: on the one hand, an outreach campaign and awareness of the benefits of the coast of Cartagena, which should also serve as tourist attraction, on the other hand, the drafting of a Master Plan to program actions in environmental, infrastructure and tourism. The coastal areas are to enhance the uniqueness of our coast, but also homogenizing its services and projection, reaching a quality standard that, in general, has been denied by the administrations until now, "Garcia explained.
Plan to boost local commerce and Employment Promotion
In the field of economic revitalization and employment, García has based the stakes on the 'Plan for the promotion of local commerce' and another plan for 'Promotion of employment'.
"The first of them, the mayor has continued, must be articulated and channeled through the Municipal Council of Commerce, in collaboration with all the associations of the sector, it will help the retail trade of Cartagena to recover the employment and the companies lost in the last years".
García pointed out that, with the second plan, "employment policies that are carried out through the Agency for Local Development and Employment (ADLE) will be reinforced, orienting them to the creation of jobs and complementing the 'Entrepreneurial Check' "with a service of specific tutoring and follow-up for the entrepreneurs, it would help them guarantee the success of the business and minimize the high failure rate of the first months".
"In this way, in addition to helping to create employment, it would contribute to its maintenance, the objective would be to maximize the guarantees in job opportunities for those who decide to become self-employed, since most of the cases with unsatisfactory results are focused in the first twelve months of life, "the MC's deputy spokesperson continued.
Commitment to Cartagena
Isabel Garcia has concluded that, with the defense of the amendments made by MC, "we confirm our commitment to Cartagena, we continue working from the opposition to have the budgets that the municipality deserves, and we extend our hand to both the Government and the the opposition to, between all, get them out.
