Tomorrow, the Local Government Board will address the approval of the proposal made by the Councilor for Finance, Isabel García (MC Cartagena), in relation to the modification of the Public Price Ordinances of the Hon.
City of Cartagena for the financial year 2018.
In general, Garcia's decisions affect the lines of action implemented since the arrival at the Mayor's Office of José López (MC Cartagena): to promote economic well-being, as well as the solidarity and quality of life of citizens.
Will that was already included in the modification of the ordinances of taxes and municipal taxes, and in the improvement of the Personalized Payment Plan of 2018, materialized, both, during the last month of October.
More specifically, the proposed modifications, in addition to reducing, once again, the fiscal pressure, will lead to a significant reduction in the administrative burdens borne by users, deepening the intention to simplify and bring the administration closer to the needs of the neighbors.
Once approved by the Local Government Board, the procedure will be subject to the granting of a favorable opinion from the Finance and Interior Commission, prior to obtaining the approval of the municipal plenary on December 29.
After that, it will be raised to public exposure during a period of 30 working days.
If there are no claims, the agreement will be considered final.
An administration adapted to the neighbor
The main modifications raised by the mayor of the Treasury are:
Elimination of the public price for the provision of services in public libraries and the municipal archive by transferring their concepts to the rate for the issuance of administrative documents.
Reduction of public prices for the provision of educational and dining services in Children's Schools dependent on the Hon.
City Council of Cartagena in order to progressively bring the prices paid in municipal children's schools to subscribers in the competition of the CARM, of a lower amount.
In the same way, access to bonuses will be favored according to the per capita income of the family unit.
It should be remembered that these obligations derive from the formalization of enrollment;
when the school and dining services are presented and when providing the service for the extension of the hours.
Likewise, other reductions are contemplated, of the type:
50% of the monthly price of the dining service in the holiday periods of Christmas and Easter.
50% of the monthly fees for schooling and meals when the child's registration occurs between the 16th and last days of the month.
50% of the monthly price of extended hours when said service is used half a month.
In addition, in order to guarantee the right of access to culture, set forth in article 44.1 of the Spanish Constitution, and the need to establish cultural programs open to the largest number of public that favor participation and cultural democratization, both for the creators of artistic manifestations such as consumers, regulating the establishment of the maximum price of tickets and payment formulas for the Torres Park, the Nuevo Teatro Circo, the Auditorium and El Batel Congress Center, the Ramón Alonso Luzzy Cultural Center and other emblematic spaces for the development of cultural activities.
They are unified and rounded by the provision of services at the Popular University.
Likewise, it is proposed free of charge in the monthly payment to be paid for the courses / workshops 'Bazar de Letras' and 'Preparation for the Proof of Obtaining the Secondary Education Degree for those over 18 years of age'.
Creation of a new public price for the provision of services carried out by the educational and dining services of the Summer Schools carried out by the Department of Education (July and August).
Also, given the outstanding degree of acceptance of this activity, the option of charging a price is proposed, establishing reduction sections to meet the demand and, on the other hand, motivating attendance at the courses.
Creation of a new public price for the use of cultural spaces and the provision of services to individuals or companies.
In this sense, it raises the possibility of establishing a tax figure that includes a price for the use of the Assembly Hall of the Cultural Center 'Ramón Alonso Luzzy' and the auditorium 'Parque Torres', by groups and cultural associations outside the cultural program of the Town Hall or, where appropriate, for the collection of tickets to cultural events.
Creation of a new public price for the rendering of services carried out in cultural or festive events, as well as activities of the Alternative Free Time program (T-LA).
Also, for the use of the center and accommodation of the Youth Center of Quarries.
