The economic and labor problems are the main causes of residential exclusion in Cartagena The progress of the study on residential exclusion in the port city has been presented this Thursday and shows a first approximation to the overall results of a (21/09/2017)

The main causes that prevent people from accessing decent housing in Cartagena are economic hardship and lack of work.

Also, the main deficiencies in homes in terms of basic equipment are lack of heating and internet, followed closely by the absence of hot water.

This follows from a preliminary preview of the results of the Cartagena Residential Exclusion Report, which was presented on Thursday.

In order to give an account of the details and initial conclusions of the investigation, the delegate of Social Services and Social Mediation, Carmen Martín del Amor, the head of the Observatory of Social Exclusion of the University of Murcia, Manuel Hernández Pedreño, and the president of the Network of Fight against Poverty and Social Exclusion of the Region of Murcia (EAPN), Diego Cruzado.

What has been shown today are the first results of the survey conducted on November 24, 2016 by 97 volunteers and several ISEN students as part of a larger study that, in addition, will be a doctoral thesis of the University of Murcia ( UM), specifically of Professor Carmen Romero.

A WIDE SAMPLE

In this phase of the work a total of 622 surveys were carried out, of which 611 are valid to outline the lines and conclusions that have been advanced, while the other 11 will compute for the ongoing global research.

The questionnaire has segregated the people surveyed according to the European ETHOS classification into four categories: homeless people (in street situation);

people without housing (who benefit from resources of entities to spend the nights);

inadequate housing (infravivienda, settlements, overcrowding, ruin state ...);

and unsafe housing (notice of eviction, subletting, reception by relatives or friends, occupation, non-payment ...).

It should be noted that the profile of homeless people can be variable, since they are passers-by who in some cases may be passing through and at another time may be living elsewhere.

PROFILE OF PEOPLE IN RESIDENTIAL EXCLUSION SITUATION

The data obtained reveal that among the people who participated in the study there are 312, half, who are in an insecure housing situation.

The profile of the person in a situation of residential exclusion would be that of men and Spanish (although in both cases around 50% of the people surveyed, so that women and foreign citizens hover around the same percentage) between 30 and 65 years, with an average age of 41'6 years.

Among the Spanish affected, the main causes and most frequent reasons are economic and labor, while in the case of foreigners is because since they arrived in the country have never had a home, since they came with nothing.

Another striking feature is that people with primary education predominate, although in the group of foreign people there are foreigners from up to 35 different countries in Cartagena, so the profile within this group is very diverse in terms of studies.

In general terms, 62.5 are unemployed, 17.3% do not get any type of income and 64.4% charge less than 400 euros.

In addition, 8% is not included in the register, which could be an impediment to access certain aid.

However, they are receiving support services from entities and the City Council.

The survey also shows that their perception of the problems that have led them to this situation mostly indicates that it is due to economic and labor problems.

Most positively value the care and support received.

FINAL RESULTS IN NOVEMBER

This study bears witness to the precedent that sat in 2014 another very similar research carried out in the city of Murcia, from which it is part to be able to compare results, which will be made public in November of this year.

With this, Cartagena becomes the first city that, without being provincial capital, carries out a study of these characteristics, after the three capitals of the Basque Country.

KNOWING THE REALITY TO PLAN AND ACT

"Having a decent and adequate accommodation is a basic necessity for all citizens. Having a shelter, with a home, is the basis for the development of many other basic social needs. Responding to this need is an obligation that is collected as fundamental right, "said the mayor of Social Services and Social Mediation.

Carmen Martín del Amor recalled that at this time "the economic crisis is contributing to aggravate this type of social problems" and that, for this reason, "the City of Cartagena works to make citizens enjoy this right" .

The councilor has assured that the council that he directs "will continue being innovative and effective", since "the realities change" and it is necessary "to give agile and adequate answers to all the problems".

"This study will allow us to plan and guide from the knowledge of the reality of residential exclusion and apply both preventive and rehabilitative policies designed to remove these people from this situation," said Carmen Martin.

Manuel Hernández has highlighted and thanked "the courage of the City of Cartagena at the time of the study, because he has not had any objection when it comes to obtaining a reality that at best is not politically favorable."

In this regard, as the mayor of Social Services has commented, the priority of the City Council is to know this reality in advance to be able to act and find solutions.

"Residential exclusion is the most serious expression of social exclusion, who has problems of residential exclusion, generally, has problems in other areas," explained Hernández, who has expressed his desire that with this basic tool "all this data and profiles serve the entities and the City Council itself to plan their social policy and adapt it. "

Diego Cruzado, for his part, has indicated that "studies like this are essential" since from them can be "applied social policies to prevent and eradicate social exclusion and residential" and "see what does not work in Cartagena with respect to the housing to be able to tackle it ".
