Citizens asks the City Council to comply with the agreement to ease the El Gorguel landfill expansion project (05/12/2018)

On the occasion of the information published today by the newspaper La Opinión, in which it states that the expansion of one of the vessels of the Mina Regente spillway in El Gorguel continues in the air because the City Council and the company that manages it, Lhicarsa, Manuel Padín, spokesman for Citizens in Cartagena, wants to recall that his group defended and moved forward in the August plenary session a motion for the City Council and the concessionaire company to lighten all this process, "an agreement that has been violating the PSOE Government for four months, and also allows the luxury of not informing other groups or public opinion, if we have information has been because we have met with the concessionaire, no thanks to the PSOE ".

The agreement of Cs obliges the City Council to resolve and send to the General Directorate of the Environment the list of landfill needs, among which are the expansion project of the facilities, the extension of the current vessel and the forecast of the following, the extension of personnel for the maintenance of the treatment machines, the modernization of the facilities to improve the separation of waste, the reduction of the percentage of rejects, and the optimization of the separation of waste.

As La Opinión denounces today, "they have not done it yet, and with this blockade they are risking a part of the service to collapse within a year," Padín fears.

In the opinion of the spokesman of Cs, "the City must comply with the agreement of Cs and send as soon as possible to the Community these needs and also the investments made in recent years, and those that are planned to be eligible for regional investments and those offered by the European Union through ERDF funds for those plants that meet the selection criteria of the European Union. "

For the orange training, this problem requires a work plan at several levels, "because time eats us, or we react already, or we will have to face a crisis in this sector of unpredictable consequences, but that will surely affect our economy and our environment. "

On the other hand, according to Manuel Padín, "it does not seem reasonable to undertake the use of another vessel without first improving the current deposits and modernizing the separation and treatment machines because otherwise, we will never close the vicious circle that occurs when the lack of Modernization of the facilities, a reception of waste higher than expected and the deficient separation of waste at source leads to the logical early clogging of the vessels and the drastic reduction in the useful life of the landfill ... which will require a new expansion ".

Manuel Padín recalled that the European Commission has marked that in 2020 the level of reuse and recycling is 50%, and 65% by 2030, when in Cartagena we are only between 10% and 15%;

"In other words, we have a lot of work to do to catch up, and for that challenge we have no choice but to join forces between the regional administration, the local administration and the company that manages this matter".

Regarding the expansion that is now intended, a manager of FCC already reported this summer to the orange spokesman who are still working to solve with the Environment Department a problem with the border of a protected area LIC and ZEPA, which according to the company would be poorly defined and that would affect the project of this extension that already suffers a considerable delay.

According to FCC, the current capacity of the landfill is only 3 years, so the expansion is an imperative need that will extend the term of operation to 7 years.
